Suspected cases of discrimination in educational institutions

Reports to be issued by educational institutions

Any person who considers that he/she has been discriminated against on the basis of sex or gender as a result of a procedure of an educational institution can request a written report on the matter from the educational institution in question. Any requested reports must be provided without delay.

Reports can be requested on all such procedures that can be deemed to constitute discrimination in educational institutions under the Finnish Equality Act.

Reports can be requested if discriminatory practices are believed to have been used, for example, in

  • student selection,
  • the evaluation of study performance, or
  • the organisation of teaching or in any other regular activity of the educational institution in question.

Educational institutions are also obligated to provide reports on their actions in cases where a student considers that he or she has been the victim of harassment. In these cases, the reports must state what action has been taken to stop harassment.

The objective of the reporting procedure is to help students to assess whether certain practices of educational institutions are in violation of the anti-discrimination provisions of the Finnish Equality Act. This also helps to cut unnecessary administrative and judicial proceedings.

If an educational institution fails to provide you with a satisfactory report upon request, you can contact the Finnish Ombudsman for Equality.

Compensation and claims

Educational institutions that have violated the prohibition of discrimination can be ordered to pay compensation.

If you feel that you have been the victim of discrimination by an educational institution, you can claim for compensation under the Finnish Equality Act.
